  1. Housing. Targets difficult to meet because of the difficulty in getting mortgages. Looking at alternative ways of getting mortgages to people (those on lower income?) Potential for CMBC to lend deposit. Pennine Housing has 15 houses just completed that no buyer interested in.
  2. Recycling. Increase in recycling reduces landfill by around £300k pa according to Peter Ramsdale. Changed from 2 phase rollout to 1 phase rollout to Wheelie Bins 20 April. Roughly recycling 28%, which is on target (08/09) . Increase from 21% to 28% is due to addition of cans/textiles in Sita area and improved household waste sites. Kerbside's 2500 tonnes pa not contributing to target. Paul Brannigan agreed to share tonnage information, but not allocate it to the LAA target unless CMBC chooses to pay recycling credits. Target 30% for 09/10.
  1. Climate Change. Community Led Area Scheme -The HEAT will be promoting energy efficiency measures within Rastrick and Ovenden Ward. The project is managed by the Home Energy Action Team however; Ovenden Initiative and Rastrick Action Group will lead the scheme. Trial period to identify whether community led schemes work. Advertisements through direct mail shots, posters & community meetings. To secure funding for the Area Based Scheme - We are reliant on HEAT in relation to securing funding for area based scheme. The previous Warmzone scheme was carried out in Todmorden and Park, out of 10,000 households, 2,500 properties were visited of which 1,200 were assessed and 100 had loft and/or cavity wall insulation installed. No real feedback has been provided from KES with regards to this, so unsure how motivated the staff were. Nationally, there is £900 million of government energy efficiency funding. Of which approximately £300 million is for the Community Energy Saving Programme - which could be a source of funding for area based schemes. HEAT is awaiting more information in relation to this. Further Action: To keep updated on progress and in regular contact with HEAT to ensure funding is in place. Further Action: To ensure clearer communications with senior level management within Community Services to effectively demonstrate how their directorates work impacts on NI186.
  2. Bid to Yorkshire Forward to establish an Energy Services Company offering support for renewable energy installations in household - This was applied for in conjunction with the Alternative Technology Centre. Unfortunately the bid was unsuccessful, Yorkshire Forwards have put in place a well funded programme of support for renewable energy project developers through Future Energy Yorkshire. Which is available across the public, private and third sectors on an equitable basis. It is acknowledged that community scale projects are one the priority themes and the ATC has been made aware of this. ATC hopeful that more opportunities will come up in the near future.

  1. NI186 - CO2 Reduction. The opportunities amongst households (and effectively communities) are seen as key. The VCS's strong links to householders could provide opportunities in meeting NI186. PB stated that Kerbside would link tons of recycling to reduction in CO2 in their newsletters. This feedback to householders should assist progress on this target.   2. Paul Butcher presented the JSNA (Joint Strategic Needs Assessment). This can be found under consultations on www.calderdale.gov.uk. It is particularly relevant to the VCS as it has a holistic bent to it. Lots of stuff about more older people, more young people, gap between average and poor incomes growing etc.
  3. The VCS is having a negative impact on RE06 Tonnage of municipal waste recycled. Kerbside still collects 33% of the recycling collected at the kerbside in Calderdale, but as Kerbside is no longer getting paid to do so then that tonnage does not go into the RE06 target. The public are voting with their recycling. Sita collecting in the Kerbside area has not affected kerbside's tonnages. Kerbside have arranged a public meeting on 29 Nov at 10.30am for the community to help decide Kerbside's future. It is taking place at The Good Shepherd Church in Mytholmroyd. Invitations were given out at the meeting.
